Qualifications to Adopt From Latvia

According to current Latvian government policies and practices and U.S. immigration laws, you must meet the following guidelines to qualify for a Latvian adoption:

To bring an adopted child to the United States from Latvia, you must be found eligible to adopt by the U.S. government. The U.S. government agency responsible for making this determination is the Department of Homeland Security, U.S. Citizenship and Immigration Services (USCIS).

In addition to these U.S. requirements for adoptive parents, Latvia also has the following requirements for adoptive parents:

Legally married heterosexual couples & singles are eligible to adopt:

  • in which at least one applicant is a U.S. citizen.
  • who are at least 25 years of age.
  • at least 18 years older than the adopted child.(for a married couple, both parents must be 18 years older than the child)

Applicants’ income must meet the U.S. Citizenship and Immigration Service (USCIS) requirements as specified in Form I-864P for 125% of the current Poverty Guideline:

All qualified applicants are permitted to adopt orphaned sibling groups, if available, or two unrelated children.

Latvia is a party to the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption (Hague Adoption Convention).
